So I got invited to a one-shot playing superheroes in the Savage Worlds system and I was looking at copycat, but was a little confused by it's wording, specifically:
Does this mean that if I buy five levels of Copycat, I can only have a power that costs five points? This seems incredibly limiting, considering that as we're playing street level, I can only spend 10 points, and and I wanted to take the versatility and duration modifiers.
Am I misunderstanding the language.

Your interpretation is correct. Copycat as a power is one that really only works at higher power levels.

That wasn't the interpretation I'm getting from this. It says "the maximum point value" as in you can have powers in a range up to the maximum of the level of the Copycat power.

So the example situation sovereigncitizenkane gave is vague. Let's get some concrete examples. Mimi the Copycat Mimic puts 10 powerpoints into Copycat. 5 levels, 3 for Duration and 2 for Versatility. Mimi also has three level of Damage Field, Danger Sense, Teleport with Teleport Other and Wall Walker. That brings us to a cool 30 points Mimi's teammates are Benny the Brick, Metoxico the Min-Maxing Plaguebearer, and Glenda the Good Witch Mimi | 30 Points | Copycat 5 | 10 | Damage Field 3 | 9 | Danger Sense | 2 | Teleport | 8 | Wall Walker | 1 |
Benny the Brick | 30 Points | Armor 10 | 10 | Attack, Melee 5 | 10 | Parry 10 | 10 |

Copycat allows you to copy powers that cost up to the levels of Copycat you have. Mimi has 5 so she can grab everything except Superspeed from Glenda, Decay/Infection/Jinx from Metoxico, and nothing from Benny. Mimi is copying powers as they stand, so she can't grab 5 ranks of parry from Benny. With the +2 vesatility, and eight level in copycat Mimi could grab Jinx from Metoxico and Telepathy and Speak Languages from Glenda. They would last one hour. Ways to help empower your copycat. The main thing you want to grab is the "The Best There Is" edge. That'll let you boost the amount of points you can spend on a given power, Copycat, up to half your power pool. That means 10 points of Copycat and then the Five points for Versatility and Duration. Also remember you can take another Major Hindrance at character creation for Super Karma, which gives you an extra 5 Power Points. These, however, don't factor into the cap you'd have for determining max amount of points per power.

If I was building a copycat, I'd grab The Best There Is. I'd put 13 levels into Copycat and grab Versatility +2. That's enough to Copy any one power of your teammates, who are operating on a 10 point max, and then have a few extra points to absorb bells and whistles. Duration and/or Range would be on my mind for the first advances.
Talk to your GM if you're going to be able to pick up more Power Points. If you are, I'd leave duration to a later power up. If not, then I'd grab it at chargen.

If there's a certain power or powers you think you'll use often, you can pick them up as Switchable powers on your Copycat. You "remember" how to fly from having copied the Flight power a while back. You switch points from Copycat to Flight, and there you go. And so on.
Another thing Savage Worlds Supers does is Power Stunts. I see a lot of talk about optimizing power point expenditures and how stale it seems to never be able to change or increase your powers. The Power Stunt rule, which I don't often see brought up, was specifically meant to address that. In a game where you don't ever get any more power points other than those at character creation (barring GM fiat of some kind), make good use of Power Stunts. That lets you use your power to do something different-but-related to mimic the effects of another power. You could use a power stunt to do the same thing I described above; you copied a ranged attack power a while back and "remember" how to mimic it again for a short time.
That brings back a little versatility to a game where power points are set. "New" powers can just be power stunts.
