Call of Cthulhu has some of the best adventures ever written. The Masks of Nyarlathotep is probably the best of them. That being said, I would like to recommend another adventure as being one of the best I have ever read. Escape from Innsmouth is probably the best example of a sandbox adventure I have seen. The focus of the adventure is the seaside town of Innsmouth before, during, and after the book Shadow over Innsmouth. There are a set of adventures outlined that take you through the events that unfold in the town but you don't necessarily play these out. The book goes into great detail in about the goings on in the town and surrounding area, so there is plenty of trouble your investigators can get into that has nothing to do with the main adventure. The authors do a great job of creating a living town in just a 157 page book. What makes this all the more amazing is it was published in 1992 (long before sandbox games were really discussed.) The book is out of print and can go for as much as $100 (I paid $44 on ebay and it looked brand new and the included map was intact, so I wouldn't go that high.) I don't believe it is in PDF format so interested parties may want to try to cajole Chaosium into re-releasing it digitally. It is well worth it to track down this gem.

I've been wanting to get that book for a while now...
Glad to hear it's as awesome as I thought it would be!

I've got a PDF copy of Escape from Innsmouth, but have yet to read it. Next up for CoC reading is Horror's Heart as my group as requested I run that sometime this summer.
