I'm looking to run Legend of the Elements, the not-Avatar: The Last Airbender PbtA game. However, I'm struggling with good plot hooks. I want to have a few before the game gets rolling so I can give ideas to the players in a collaborative form.
My current (and only) idea takes place during the Great War (~50 years in or so) and the PCs are in a town attacked by the Fire Nation. They'll be told to go to the temple to save the great sage there or something and a fireball will hit just before they get there. The dying sage will give them a map to the MacGuffin, setting the game up for episodic journey-based fun.
But that hook is pretty contingent on a relatively specific party. If I have a player or players that want to play Firebenders or other Fire Nation citizens, my idea is a bit moot. It could be massaged, but I'd like to hear suggestions on other interesting hooks that could cause the party to essentially wander from problem to problem as we see on the show.

I would wait until session zero before I would set anything up. If you start with that idea in mind you will naturally try to shoehorn in the players which may offer may not be there games they collaboratively want to play.

I'm pretty flexible with my ideas and the players I'll be pulling in are going to be brand new to the concept of PbtA. Storytelling is collaborative so I want to bring several ideas to the table to match and adapt to the players ideas.
Starting with nothing is great when you have proactive players who are aware of the powers and limitations of the system and setting. I'm not building the house here, just setting up a general foundation and maybe a few post holes.
