I was looking for a good rpg system. But all regularly published ones seemd to lack the epic look and feel of the game of massive numbers. Until i found this: www.angelfire.com/anime4/dbztrainingcenter/rpg.htmlI read it and premade a char to get a basic feel for the character balance. Question is is there something that can do this simularly or better but keeping epic high numbers?

Exalted by White Wolf would be really good for Dragonball Z.
There are 2 editions with a lot of love for both. I think most of the 1st edition love is for setting material and 2nd edition love is for system tweaks. If you want to save some money used 1st edition stuff can be gotten really cheap on the internets.
If you can get Tappy on the boards I'm sure he would be able to tell you which one is the most AHHHMMAZZZING!
In Exalted's system you get more dice depending on how "Awesome" you attacks are described. (awesome in the phenomenal sense, not the I just ate an awesome hot dog sense)
So the bigger more fantastic your kamehameha is, the more dice you can get.

Mutants and masterminds can do Dragonball Pretty well (and rules-light), especially M&M 2e, you can easily make characters in the "over 9000!" zone, M&M 3e however is more streamlined and "balanced" which can be a bad thing for an over the top game. You could get the core book and the anime-themed sourcebook "mecha and manga" (it has rules for everything anime, from high-school comedy to martial arts and Super Duper Sayans) in a very decent price. I remember using rules from "mecha and manga" in non anime games, especially the combo ones. I don't know if it is mentioned in the books but there is nothing stopping you from going over 20 "Power Level", which already is insanely powerfull.
