andreasdavour, your player simply wants to be an Iconic hero, which is a hero that is not changed by the story, but rather "re-imposes order on the world by reasserting his essential selfhood" (Robin Laws) I came here to post this. The contrast to this is the dramatic hero, a character that is changed by the story, and by learning and growing is able overcome adversity. Fate is better suited to iconic heroes than dramatic heroes.

It's the core identity of the character. Look at Harry Dresden. A lot of character growth and changes, but at his CORE, Harry is the same person that you met in Storm Front.

By the time you get to Changes, Harry's high concept does change, but it happens slowly over a long period. It's not that you high concept can't change, it should just be rare and come at the end of a long journey.

Fate Core does support changes of the high concept, but it recommends gradual changes at major milestones rather than something that is handled frequently.

Good feedback you all about Fate! The core for me was to ask "are you having fun", then the game system will help or hinder. But, me sorting that out in the head was the first and most important step. We had another session yesterday, and with that in mind I stopped pushing that player to have fun my way, and fun was had by all, their own way!

I love the whole idea of Empire of the Petal Sun. Such a rich world to play in. The old rules are built on the back of, I think, blue box D&D. Listened to an actual play of the game a while back. One of the players rolled for his hit points on the four sided die and got 1. Old school. en.wikipedia.org/wiki/Empire_of_the_Petal_ThroneI'd say it's more a variant of the first white box. If you happen to remember how to find that actual play, I'm quite interested at listening to it!
